Yes! If not downloadable from the developer's site, then it can be downloaded from MajorGeek (also see "where can I download FoxMail" in the Download / Install FAQ).
You also may install the Chinese version (not as difficult as you may think) and go to the directory or folder in which you installed FoxMail with the Windows Explorer afterwards; then delete the files with the extention: LGB.
The FoxMail program will from then on "speak" English with you. The English templates are downloadable from this site as a separate package from our downloads section of the FoxMail sub-domain here, which can be found at:
Although we do try to have as much as possible 'language packs' on our server, we really don't know, since this is the work of enthusiastic FoxMail fans. For an overview refer to the FoxMail downloads section of this site.

First, unzip the file you downloaded to a temporary folder.
In a basic language pack there should be at least one, most probably one file called "chinese.lgb". Copy, or move, this file (these files) to the FoxMail program directory. The next time you start FoxMail, it should be in the installed language!
If the language pack is an extended one, it may also contain three folders (directories), and possibly one called "Macro" and one called "Images". First proceed as above, then follow the steps below.
Start your favorite file manager, go to the \FoxMail\Template direcotry (folder), and delete the directories that were present in the zip-file (or rename them); then copy, or move, them to the \FoxMail\Template directory. The next time you will compose a new message, forward one, or reply to one, these templates are available to you!
